The City of Launceston redeveloped the former industrial land located on the northern bank of the South Esk river, now known as Riverbend Park. This site was a part of the North Bank Recreation precinct proposal, which also included adjoining land where the Boral concrete batching plant was previously located.

Initial works involved site preparation for the amenities and structures that were to be built. Site works included bulk civil earth works, water supply, stormwater and sewage infrastructure and the installation of power reticulation and communication conduits and pits.
